PHOENIX-I is a real, RERA-registered residential development promoted by S R Homemakers Private Limited. Jharkhand RERA identifies the project at Mouza Telidih, Ward 29, Khata Nos. 21 and 24 and Plot Nos. 1020 and 1024, Bokaro. Its RERA registration runs from 23 October 2023 to 23 October 2028.
The regulatory record is materially stronger than that of an unregistered/local informal project:
- valid JHARERA registration;
- sanctioned building-plan documentation is referenced;
- environmental clearance is referenced by the Pollution Control Board;
- Jharkhand State Pollution Control Board issued Consent to Establish;
- State Fire Department advisory is referenced;
- Circle Officer land/NOC documentation is referenced;
- non-encumbrance documentation has been uploaded to RERA;
- a separate RERA project bank account exists;
- 240 residential flats are reflected in regulatory/environmental records;
- project cost declared to RERA is approximately ₹72 crore.
However, this should not yet be treated as a clean-title / ready-to-buy project solely from public records.
There are at least five matters requiring written clarification and original-document verification before purchase:
- 262 decimals vs 262.88 decimals vs 10,642.15 sq. metres appear in different official/project documents.
- Different documents mention different building-plan approval numbers.
- An environmental/CTE document refers at one point to “Narayanpur Village”, while the project is registered at Telidih/Chas.
- RERA’s project profile still leaves some approval fields such as Environment Clearance / Height Clearance / Construction Finance / Bank Loan Approval blank, even though environmental approval evidence exists elsewhere.
- S R Homemakers has a historic IDBI Bank company charge of approximately ₹37.94 lakh visible in MCA-derived records; its relationship, if any, to PHOENIX-I land must be independently eliminated.

Therefore, do not accept a salesperson’s statement such as:
“Rajeev and Jagdish each own 50%”
unless supported by the company’s current records.
Obtain from MCA
Ask for:

For a ₹72-crore declared project, absence of a strong official web presence is not an illegality, but it makes independent customer verification more difficult.

The strongest technical source located is the Jharkhand State Pollution Control Board’s Consent to Establish.
It records:

The sale-deed template describes the development as a multi-storey residential project and refers to the Chas Municipal Corporation-approved plan.
9. Important Land-Area Discrepancy
This is one of the most important findings.
Document A — Agreement for Sale
The RERA-uploaded Agreement for Sale says:
262 decimals.
Document B — Circle Officer material cited by JSPCB
The Pollution Control Board records a Circle Officer NOC/land schedule stating:
262.88 decimals.
Document C — newer Sale Deed template
The RERA-hosted sale-deed document says:
10,642.15 m².
10,642.15 m² is approximately 262.97 decimals, not exactly 262.00 decimals.
Assessment
🟠 Material documentary inconsistency requiring reconciliation.
The difference may result from:
- rounding;
- different constituent land parcels;
- old vs revised survey;
- mutation/consolidation;
- drafting error;
- development-agreement land versus purchased land.
It should not simply be ignored.
Required action
Ask the developer’s advocate to provide a one-page parcel reconciliation statement listing:

The Pollution Control Board specifically references:
- Registered Sale Deed No. 1774/1664 for Khata 24, Plot 1024, covering 98 decimals;
- Registered Sale Deed No. 3281/3054 for Khata 21, Plot 1020, covering 7 decimals;
- additional land schedule/NOC from Circle Officer Chas, Ref. 2697 dated 14 October 2023, describing total land of approximately 262.88 decimals.
Since these expressly identified sale deeds account for only a portion of the overall project area, the remaining land title/development agreements must be reconciled.
13. Encumbrance Audit
The official RERA profile shows that a Non-Encumbrance Certificate has been uploaded.
This is positive, but a buyer should not rely solely on the old RERA-uploaded certificate.
Obtain a fresh search covering
- Plot 1020;
- Plot 1024;
- Khata 21;
- Khata 24;
- every development agreement;
- every original landowner;
- S R Homemakers Pvt Ltd;
- mortgage/charge/subsequent transfer history.
Recommended search period:
Minimum 30 years, preferably from root of title.

This could be:

Do not guess.

16. Environmental Clearance
The Jharkhand Pollution Control Board expressly states that it relied upon an Environmental Clearance issued on:

This is a significant positive finding.
But there is an inconsistency
The CTE text describes the EC as being for a residential project at:
“Narayanpur Village, Bokaro District”
while the RERA/title records place PHOENIX-I at:
Telidih / Chas, plots 1020 & 1024.
Later in the same CTE material, the actual plot/khata numbers correspond with the PHOENIX-I land.
Required clarification
Obtain the complete signed EC and verify:
- applicant;
- project name;
- survey numbers;
- village/mouza;
- coordinates;
- site area;
- built-up area.
🟠 Treat “Narayanpur” as an unresolved drafting/location discrepancy until the original EC is checked.

19. Wildlife / Eco-Sensitive Zone
The environmental record refers to a Wildlife Division certificate dated 8 December 2023, stating there is no National Park, Wildlife Sanctuary or ESZ within the specified 10-km radius.
However, the same indexed text then contains wording saying the unit “comes under prohibited category of ESZ,” which is internally contradictory.
Assessment
🟠 Likely transcription/drafting issue, but the original Wildlife/DFO certificate should be inspected.
Do not rely on the truncated indexed sentence alone.
20. Number of Buildings and Units
Environmental approval records show:
5 buildings
240 flats
Maximum height 34.80 m.
The RERA flat register reaches serial number 240 and includes towers such as T-1 through T-5.
Therefore the 240-unit figure is strongly corroborated.
21. Parking Audit

On its face this appears adequate numerically.
But verify
Parking due diligence requires checking whether:
- “closed garage” means basement/stilt parking;
- dimensions meet sanctioned plan;
- visitor parking is separately accounted for;
- open parking is being illegally sold;
- your parking is specifically identified;
- the sale agreement complies with RERA/apartment-law treatment of common areas.
Do not pay a separate parking charge merely on an oral promise.
22. Flat Areas
RERA records multiple carpet-area configurations.
Examples include approximately:
- 90.66 m²;

Key rule for your flat
The RERA carpet area of the exact flat number should be the primary legal comparison.
Do not evaluate the purchase only from:
- super-built-up area;
- saleable area;
- loading percentage.
Obtain a flat-specific architect-certified area sheet.
23. Project Estimated Cost
PHOENIX-I declares an estimated project cost of:
₹720,000,000 = ₹72 crore to Jharkhand RERA.
This confirms PHOENIX-I is a substantial development rather than a small standalone apartment block.
24. RERA Project Bank Account
Jharkhand RERA records an IDBI project account held in the name of:
S R HOMEMAKERS PVT LTD.
This is a positive RERA-compliance indicator.
Payment rule
Any booking/payment should only be made:
- to the legally documented promoter account;
- against a proper receipt;
- against PAN/GST/company details where applicable;
- never to a director’s personal account, broker’s account or unrelated entity.
Confirm current RERA-designated collection/escrow details directly with the promoter before remitting money.
25. Developer Financial Position
A public income-tax acknowledgement available through RERA for an earlier financial period shows S R Homemakers filing a corporate income-tax return and reporting taxable income in that year.
More recent MCA-derived sources classify the company as active, with recent filings reported by some company-information platforms.
Important source discrepancy
Different commercial MCA aggregators report differing paid-up-capital/filing figures.

did not surface a clear PHOENIX-I-specific adverse court/RERA judgment in the sources reviewed.
Important limitation
This is not equivalent to an eCourts-certified litigation search.
A lawyer should separately search:

29. RERA Completion Status
PHOENIX-I remains an under-construction project.
The registered RERA completion/validity date is:
23 October 2028.
Do not treat a salesperson’s earlier possession commitment as equivalent to a regulatory completion guarantee.
Any promised possession date must appear explicitly in your registered Agreement for Sale.
30. Draft Agreement for Sale — Important Buyer Review
Jharkhand RERA hosts the project’s draft Agreement for Sale.
Before signing your version, compare it line-by-line against the RERA-uploaded form.
Check especially:

31. Undivided Land Share — Special Concern
The public sale-deed form says that the purchaser receives proportionate undivided interest in the project land, but it also contains language indicating that the exact proportionate share may be fixed later depending on final construction/association formation.
Buyer risk

Ask for:
exact or objectively calculable undivided land share attributable to your flat.
It should be reflected in:

The sale-deed language also appears to preserve the possibility of future construction affecting proportionate land share.
This requires careful legal review.
Your lawyer should determine whether it permits:

A RERA-hosted S R Homemakers document dated 29 November 2023 carries the heading/project name “PHOENIX-I” but describes Demudih / Khata 43 / plots 195, 398, 400, 401, 419, 451, which correspond to the PHOENIX-II area rather than PHOENIX-I’s Telidih plots.

🔴 Document-control / drafting-quality issue.
It may simply be a reused template, but that is precisely why every final purchase document must be checked carefully.
No buyer should sign a document containing:

- wrong khata;

A refusal would be considerably more concerning than the discrepancies themselves.

Are Rajeev Ranjan and Jagdish Teli connected with the company?
Yes. Current records consistently identify both as directors.
Is the project land approximately 10,642 m²?
Yes, one important regulatory/title document gives 10,642.15 m².
Is “262 decimals” completely consistent with that number?
No. Other documents use 262 or 262.88 decimals. The discrepancy should be formally reconciled.
Are 47 open + 232 closed parking units recorded?
Yes. This is confirmed by the official JHARERA profile.
Are 240 flats supported?
Yes. Environmental and RERA records support a 240-flat project.
Is there evidence of environmental and fire clearance processes?

The next—and most important—stage is flat-specific due diligence.
Yes. I went much deeper and resolved the identities using DINs rather than names, which avoids mixing these two people with unrelated Rajeev Ranjans/Jagdish Telis.
The most important result is this: Jagdish Teli has a considerably broader business network than Rajeev Ranjan. I can currently connect Jagdish, DIN 08253685, to five active companies plus one LLP, spanning real estate, agriculture/hatchery, healthcare, hospitality, mining/quarrying and PET packaging. MCA-derived records independently identify the Arbi Foods LLP designated partner as Jagdish Teli, DIN 08253685, which is exactly the DIN of the S R Homemakers director. After searching specifically using DIN 06657233, S R Homemakers, PHOENIX-I, PHOENIX-II, Kanishk Complex and related Bokaro records, I still cannot responsibly attribute a direct mobile number to Rajeev Ranjan.
His strongest public business channels are:

It does not mean PHOENIX-I is mortgaged. But before buying, the company should disclose the security behind that charge so your lawyer can establish whether PHOENIX-I land, receivables or any related assets are involved.
Odd capital-data discrepancy
There is also an annoying but noteworthy public-data inconsistency.
TheCompanyCheck reports ₹25 lakh paid-up capital, whereas Tofler and IndiaFilings currently show ₹1 lakh paid-up capital. (The Company Check)
That doesn’t automatically signal wrongdoing; MCA aggregators can be stale or parse filings differently. But for a GOLD-standard audit, I would resolve this from the actual MCA MGT-7/SH-7/PAS filings, rather than trusting an aggregator.

6. Medicant Hospital connection — most important network risk finding

Significant credit-rating issue
This was the strongest adverse business signal I found anywhere in Jagdish’s connected-company network.
On 15 May 2026, Acuité Ratings published a rating action for Medicant covering ₹156.91 crore of bank facilities. It downgraded the long-term rating to ACUITE B-, then withdrew it, with the company flagged “Issuer not co-operating.” Acuité says the rating was based on best available information. (Acuite)

This is a real risk signal for Medicant Hospital, but it must not be misrepresented:
It is NOT evidence that S R Homemakers is financially distressed.
It is NOT evidence Jagdish personally defaulted.
It is NOT a PHOENIX-I project rating.
It simply means one company on Jagdish’s broader board network has had a material adverse credit-rating history.

12. The mysterious 7004663678 number
This number deserves special treatment because at first glance it looked like it could belong to Rajeev.
I no longer think it should be labelled as Rajeev’s number.
For PHOENIX-I, JHARERA shows:

That’s an important correction to the earlier first-pass search.
13. The same issue exists with Rajeev’s RERA email
There is another revealing pattern.

14. False Rajeev Ranjan matches I rejected
This part matters because simply Googling “Rajeev Ranjan Bokaro mobile” gives misleading answers.
I encountered unrelated records for people named Rajeev Ranjan including a Bokaro advocate, a Bokaro Steel Plant/IIMM contact, academics and corporate executives.
Those records contained other phone numbers, but none could be connected to DIN 06657233, S R Homemakers, PHOENIX-I or the RERA identity chain.
I therefore excluded them.
This is why I would not tell you that numbers such as 9234740028, 8986873175, or similar search hits belong to your Rajeev Ranjan.
They are name matches, not identity matches.
